AML/CFT

On 1 January 2026, AMLA assumed full responsibility for AML/CFT supervision coordination across the EU, completing the handover from the EBA under Regulation (EU) 2024/1620. EuReCA — the EU’s central database for material AML/CFT weaknesses — was transferred to AMLA as part of this process. On 11 September 2026, the CSSF accordingly updated its joint controllership arrangement concerning EuReCA to reflect AMLA as the new operator of the database. While this update does not create new reporting obligations for supervised entities, Luxembourg AML/CFT findings will now feed into AMLA’s EU-wide analytics and risk scoring. Separately, by Circular 26/914 of 25 June 2026, the CSSF alerted regulated firms that AMLA is collecting data to identify entities eligible for direct supervision under Articles 12 and 13 of Regulation (EU) 2024/1620, with the first selection expected in the second half of 2027 and direct supervision of up to 40 entities commencing in 2028. Fund managers with cross-border activity should monitor these developments ahead of the application of the AMLR and AMLD6 on 10 July 2027.
